  • 10am - 6pm :: TECH INSPECTION. Tech is MANDATORY for all teams.
        All team members MUST be present with car at Tech.
  • 6:30pm - 8pm :: UCDE Rookie Orientation Part I. Sign in to confirm attendance.
        Rookies who participated in UCDE are excused from Pt. 1
  • 7pm - 10:30pm :: Mandatory night practice.

Saturday April 24th

  • 7am :: Track Gate Opens.
  • 10:00am - 11am :: UCDE Rookie Orientation Part II. Sign in to confirm attendance.
        ALL Rookies must participate.
  • 11:15am - 12:15pm :: Participant Car Show- all cars entered in the race MUST be present.
        NOTE- Car Show will be a no speed event with cars and teams in full “festivities dress” down pit lane,
        and associated areas to allow all spectators, fellow participants, and UC judges to view all the cars whether
        participating in the Paddock Decoration Contest or not (BIG photo OP here folks!).

SUPPLEMENTARY REGULATIONS

  1. Entry Information
    1. Event:  The first running of the "USEDCAR 24 hour John McGill Memorial Longest Day Act I" to be held at Nelson Ledges Road Course, a 2-mile asphalt course located in Garrettsville, OH. This event is sanctioned by USEDCAR and these Supplementary Regulations.
    2. Race Length:  The race length is the distance covered by the overall winning car in the 24 hours beginning when the green flag drops at approximately 2 PM on Saturday, April 24th, 2010 and ending when the overall lead car crosses the finish line.

Classes Mass produced passenger cars under 4000 lbs original curb weight.

    1. Teams:  Entry to this event is limited to 115 cars.

Note: We will be starting 120 cars; up to 5 additional spots are for race organizer’s promotional purposes.

      1. Each entry may include only one car, a minimum of 4 drivers, and personnel including, crew members, spectators, and Team Captain (see section 1.4.3). Additional crew passes are available for $25.
      2. All over-the-wall crew (working in the pits) must be over the age of 18.
      3. Entrant:  Each team must designate a Team Captain who is the contact person both pre- and post-event. This person must be designated on all paperwork and communication. The Team Captain and the Team Name are the only proper identifications for a team.
        1. All correspondence with USEDCAR must reference the Team Captains name and the Team Name.
        2. The Team Captain must have a valid e-mail address.
      4. The expected duties and responsibilities of the Team Captain are as follows:
        1. A thorough knowledge of the UCGR (USEDCAR General Rules) and car specifications for any discussions with event officials
        2. Immediate availability of emergency contact information for each member of the team and crew
        3. Availability during registration hours for making changes to the crew list or to confirm a person’s eligibility.

Note: The only person who can make any changes to the teams paperwork is the Team Captain.

      1. Drivers:  Open to any driver 18 years of age or older holding A valid US or International driver's license.

Drivers holding a valid or recent road racing license (automobile, kart, or motorcycle) will be waived from participation in USEDCAR Rookie Orientation.

        1. Drivers with no valid racing license or experience shall be considered “Rookies” and must attend USEDCARs 2 Part Rookie Orientation.
        2. All drivers must hold a valid USEDCAR license.  These will be available during registration at a cost of $50 per driver, and are valid 1 year from date of purchase.
      1. Minors:  Minors (persons under 16 years of age) are permitted at this event.  Minors will be restricted from some areas, and must be under adult supervision at all times during the event. 
  1. Application for Entry
    1. Application:
      1. Teams may submit application forms starting IMMEDIATELY
      2. All Mailed application must be completed legibly and in full, including “Team Concept”.
      3. Applications are considered on a case by case basis and limited to 115 cars.  Entries beyond 115 will be kept on a waiting list.
    2. The total entry fee is $500 per car, $100 per driver, and $50 per driver USEDCAR license fee.

    3. USEDCAR will contact the Team Captain to confirm or deny their application starting March 8th, 2010.
    4. Once a teams entry has been accepted by USEDCAR the balance of the entry fee must be paid in full within 14 calendar days of acceptance. 
      1.  Applications will be accepted until 4/17/2010.  USEDCAR will post the number of positions available at our website.  If your team is accepted after 4/1/2010 you will have 3 calendar days after acceptance to pay balance.
    5. All entry forms not filled out online must be submitted by U.S. Mail, No Signature Required, or other traceable carrier (UPS, Fed-Ex).
    6. A $50 charge will be assessed to a team for any returned/NSF check.

    1. Refunds and Cancellations:
      1. Cancellation request may be by telephone, but must be followed up in writing.  Phone notification must be received by April 1st 2010.  Full refunds will only be given if the entry is canceled before April 1st 2010.  .  Otherwise a refund will be given less a $100 late cancel payment.
  1. Track Policies and Services
    1. A complete list of track policies is available at the track office.
    2. Wristbands / Credentials:  Upon registration, all participants will be given a wristband or credential sticker. Each participant must wear the wristband or carry their credentials at all times. Replacement wristbands and credentials are $10.
    3. Support Vehicles:  Two-, three-, and four-wheeled vehicles are prohibited, except for race officials or as race support vehicles. No joy riding is allowed. Drivers of any support vehicles must be 18 years of age or older, posses a valid driver’s license and insurance. All race support vehicles must display the car number of the team competition car. Under normal circumstances, these types of vehicles shall not be driven onto the actual pit lane, but must stay behind the pit wall.
    4. Pets:  Pets are permitted, but they must be restrained at all times by an adult human.
    5. Camping:  Overnight and weekend Camping is included in $25 gate admission.
    6. Cleanup:  All competitors must remove all tires, used automotive fluids, and parts (including parts cars) from the premises. An oil reclamation tank is located in the tech building. Please clean your paddock area before departing the track.
  2. General Information
    1. Registration Hours:  See the event schedule at the end of these Supplementary Regulations.
    2. Paddock Parking: Parking will be allowed in the main paddock area only. Parking in the area between the false grid and the Tech Building and from the pit wall to the pit exit lane area is strictly forbidden. Paddock parking is on a first come, first served basis. A paddock spot is considered reserved once you have setup your paddock. Pre-roping is not permitted. Parking may be at the discretion of a track representative. Cooperation is expected.
    3. Water, Fuel, Air: Water and air are located next to the Tech Building.  Additional info on fuel/fueling requirements will be provided to all Team Captains by 4/1/10.
  3. Car Preparation
    1. Car Numbers: Numbers must be clearly displayed on both sides of the car.  An additional number must also be displayed on the roof or hood. Car numbers must be a minimum of 12 inches tall (preferably larger).  Numbers must be displayed on a contrasting background and easily read or the car will not be allowed to compete.  Numbers must be installed prior to tech inspection. 

Car Lighting: All competition vehicles must meet the following lighting rules:

      1. A minimum of two front driving lights, which must be operational when the Starter displays the “Lights On” sign.
      2. A minimum of one taillight and one brake light must be operational at all times.
      3. Additional lights (fog or driving) may be mounted at the front of the car. These additional lights must not be mounted any higher than 6” above fenders.
      4. All supplementary lighting must be wired on a separate circuit from the regular headlights, with a separate on-off switch. Drivers must extinguish these supplementary lights whenever entering the pit lane and remain off while on the pit lane. Drivers may only turn the supplementary lighting on when the car has re-entered the track after exiting pit lane. If a driver neglects to turn off the supplementary lighting, event officials may access a penalty to the offending team.
      5. During daylight hours, all lights must be covered by tape or Tech-approved plastic covers. Clear coverings must be marked with visible identification.
      6. Low powered crew signal lights may be mounted on the roof or other locations for identification purposes. These are strongly recommended.
    1. Transponders: All cars must have a working AMB Tranx260 transponder.
      1. USEDCAR will have transponders available for rent at the event for $50 plus a $425, fully refundable deposit.

Note: If the team requests rental with the Team Entry form, a separate check must be provided at race registration. Do not add the rental and deposit to the entry fee.

    1. Radios:
      1. Operation of 2-way radios are permitted, except for the following frequencies, which are for event officials only: 151.625 MHz, 154.600 MHz, and 154.570 MHz. Scanners are permitted, and highly suggested, for monitoring of official announcements.
    2. Fuel Capacity: The maximum total fuel capacity is 25 gallons.
    3. Tires: Must be STREET LEGAL, minimum Treadwear rating 140.  Any disguising of tire side wall is prohibited. 
  1. Conduct of the Event
    1. Mandatory Drivers’ Meeting:  All drivers from each team must attend the drivers’ meeting. Refer to the event schedule for date, time and place.  Attendance may be taken.
    2. Rookie Orientation:  All rookies are REQUIRED to participate in two rookie orientations scheduled Friday April 23rd, and Saturday April 24th.  There is NO CHARGE for Orientation.  See Schedule of Events for times.
    3. Starting Procedure:  To be described at Drivers meeting.  It will be a rolling start.
    4. Timing and Scoring: The following general rules apply to T&S:
      1. All results, including will be posted for competitors to view (location TBA at event). During the official event, provisional hourly standings will be posted.
      2. Timing and scoring transmission will be available at this event. This is not official information but for competitor information purposes only.  Additional information will be provided prior to the event. 
    5. DRIVER CHANGESNo driver may drive for more than two continuous hours and must have at least a 30 minute break between sessions. Each team will maintain a drivers log for tracking purposes. Officials will make spot checks and report any infractions to the Chief Steward for possible penalties
    6. Once the clock begins for this event, it will continue for the full 24 hours. The clock will continue to run during any Black Flag All or Red Flag situations.
    7. Sound Control:  The maximum sound level is 92dB as measured on drivers’ left of the front straight.
    8. Lights On:  Start will display a “lights on” board when appropriate.
      1. Lights will be utilized at the corner stations to indicate flag conditions while it’s dark.  Details will be covered in the drivers meeting.
    9. Black Flag: Black Flag station is located at Station 10 (middle of back straight on driver’s right) and Start/Finish.
      1. During a Black Flag All situation, all cars will proceed safely to the pit lane and line up following pit marshals instructions..
    10. Red Flag: During a Red Flag all situation drivers should stop on the track safely, predictably, and where you can see a station (if possible).
      1. All restarts will be preceded by two pace laps.
    11. Tech Inspection and Impound:
      1. All drivers must be present at Tech. 
      2. Floor Jack and Jack stands at Tech:   Each team must bring one (1) functional floor jack and two (2) one ton rated jack stands to Tech Inspection, and be prepared to demonstrate that they can properly raise and secure car on the stands.
      3. Driver Tech: Each driver must bring full driver’s gear to tech for inspection.
      4. All drivers must be present at Tech and be prepared to demonstrate their ability to perform simulated emergency exits from the car.  Gloves and Helmet must be worn during this exercise. 
    12. Protests:  A Team Captain is the only person who may submit protests to the Chief Steward at this event.
      1. Any discrepancies with the hourly posting of the official standings must be presented to the Chief of Timing and Scoring by a Team Captain within 30 minutes of its discovery.
      2. Trophies and Awards:  Awards will be given to the top three finishing teams (based on laps completed), and the three winners of the Paddock Decoration Contest. 
    13. Body Damage, Repairs, and Engine Changes: Any car suffering severe body damage may be prevented from continuing until satisfactory repairs are made. Major repairs, or ones requiring extra supplies or equipment, must be performed in the Teams paddock area.
  2. Pit Rules
    1. Working Pit Area:  Definition – Hot pits plus 30 feet behind pit barrier
    2. Pit Lane Speed: It is the driver’s responsibility to maintain a SAFE and REASONABLE speed at all times while operating the vehicle in the pit lane. Maximum speed in the pit lane will be 45 miles per hour.
    3. It is not permitted to drive a car in reverse, or against traffic, under its own power in pit lane, unless under the direct supervision of a race official or pit marshal.
    4. Pit Stop Personnel: A MAXIMUM of five (5) crew members are allowed over the wall at any time. This  includes drivers and the fire bottle person. Fire bottle must be manned for the duration of ALL pit stops.
      1. Before the car stops at its pit, only the person supervising the pit stop may be over the wall to signal the driver in. All other personnel and equipment must remain behind the wall until the car stops in its pit.
      2. The pit stop supervisor shall be personally responsible for making sure that all personnel and equipment are clear of the car before releasing it. Only after the pit stop supervisor has verified that all work has been completed, the equipment has been secured, and all personnel are clear of the vehicle, may he signal the driver out. A team may be subject to penalties if its car contacts any equipment entering or leaving pit lane. Teams may also be subject to penalties if a crew member is avoidably injured in pit lane.
    5. Pit Closing: In the event of an emergency in the pit lane, the pits will be closed to all competitors. Station 12, driver’s left, will display a “Pits Closed” sign until the situation has been resolved. No competitor may enter the pits until the “Pits Closed” sign has been withdrawn.
      1. Cars in the pits during a pit emergency must obey the instructions of the officials.
    6. The pits will remain open during full course yellow situations, unless the Pit Closed Sign is displayed.
    7. Each person in the working pit area must wear long pants, long sleeve shirts, and completely closed shoes
    8. No smoking or open flames are allowed in the pit area, under any circumstances.
    9. Each team must provide at least one 10-pound or larger ABC-type manned fire extinguisher in the pits
    10. Refueling:  Refueling and driver changes are the ONLY work that can occur in the hot pit area. Any violation of the following refueling rules will result in a penalty.
      1. During refueling, the car must be at a complete stop with the engine off and all four wheels on the ground.
      2. No work is permitted on the car during refueling. No one shall be under or in the car during refueling.
      3. All fire bottle and refueling personnel must wear protective clothing:
                      1. Eye Protection, such as goggles
                      2. Face covering (balaclava or full face helmet)
                      3. Fire-retardant gloves
                      4. Nomex or equivalent suit
                      5. Nomex socks
                      6. Full cover shoes
      4. Each team must use at least one overflow pan beneath the fuel filler and fuel cell vent during refueling.
      5. One member of the team will be assigned to man the fire extinguisher at all times
      6. A maximum of 40 gallons of fuel may be stored in each Teams paddock.  No smoking or open flames allowed in this storage area.
      7. A “bulk fuel” storage depot will be provided for all teams.  Location will be announced prior to event.
      8. Refueling Equipment: All refueling equipment shall be subject to the approval of the Chief Steward.  Alternates must be approved by Safety Stewards.
    11. Jack Stands: At least two jack stands must support a car whenever a person is beneath the car.
    12. Signaling: A maximum of two crew persons per car will be permitted trackside (in a designated location) for the purpose of signaling during practice, qualifying and the race. Spectating in the signaling area is prohibited.
    13. Cleanup:  All items brought to the pit and paddock must be removed at the end of the event. This includes, but is not limited to, all construction materials, chairs, tires, and litter.  Failure to comply will result in potential fines.
      1. All teams are responsible for cleaning up any fluid spills immediately.
        1. Each Team must make arrangements for handling gasoline, water, and oil in their paddock area. Spillage and/or careless handling of fuel, water, or oil will not be tolerated and may result in a fine or other penalty being assessed. It is the responsibility of the crew to clean up any fuel, water, or oil while the car is under their care as soon as possible.
        2.  Used fluid receptacles are available for all Teams in the Tech shed.
